HOPE CREEK GENERATING STATION DOCKET NO. 50-354 We have reviewed the draft Hope Creek Environmental Protec-tion Plan (EPP) submitted by your letter of July 26, 1985 PSE&G's comments are as follows, (Note:

4.2.2 Terrestrial Ecology Monitoring The applicant will implement the Salt Drift Monitoring Program to assess the impacts of cooling tower salt drift on the environment in the ECGS vicinity provided to NRC by letter dated March (18P 28, 1984 from Robert L.
- Mittl, Public Service Electric and Gas Company, to A. Schwencer, U.S.
Nuclear Regulatory Commission.
The monitoring program shall commence one year prior to the onset of commercial operation of the HCGS and include [one year of] low-power testing and [two years of] operational data up.to three years from receipt of license or until such earlier time that the licensee can demonstrate that the objectives of the study have been fulfilled.
Annual moni-toring reports shall be submitted to the NRC for review.
5.1 Review [and Audit]
The licensee shall provide for review [and audit] of com-pliance with the EPP.
