SUBJECT:

INFORMATION REGARDING ELLIS & WATTS EQUIPMENT SUPPLIED TO THE TENNESSEE VALLEY. AUTHORITY A telephone conference was held on Dec. amber 19, 1996 between NRR personnel (J. Williams and A. Gautam) and representatives of the Tennessee Valley Authority (TVA) to discuss issues relatad to equipment supplied by the Ellis &

Watts Company at the Browns Ferry Nucle.ar Plant (BFN).

During an inspection of Ellis & Watts, A. Gautam raised questions regarding items provided to TVA for use at BFN. These questions were relayed to TVA on December 12. A copy of the questions is attached. TVA initiated a problem evaluation report (PER) to address the issues.

The December 19 telephone conference was held to review TVA's assessment of the issues up.to that time.

TVA stated that it did not believe that problems with qualification documentation had created an equipment operability concern, and reviewed the basis for that assessment. TVA stated that it would provide a copy of the relevant PER documents as they existed at that time. A copy of these documents is attached.

The documents are marked as draft since TVA's assessment of the issues is not yet complete.

Therefore, the documents should be considered to be preliminary information subject to change as the assessment proceeds; This information had been requested to support inspection activity by the Special Inspection Branch, and.is to be placed in the Public Document Room.

TVA PO# P 94N2S-105874-000 (Oil pump) i l

The critical characteristic identified by E&W that the oil pump will develop a minimum oil i

pressure of 11 pal has been verified by installation testing of the chiller (UNID BFN-2-ACU-l 031-7205) under BFN work order 94-02206-00. The testing performed by this work order j

demonstrated the discharge pressure of the pump to be 28 psi. Therefore, there is no operability concem associated with this installation.

TVA PO# P 94N2S-115662-000 (Thermostatic expansion valve), and TVA PO# P-94N2S-105839-000 (Gasket) i f

These items were originally procured as part of the entire chiller assemblies which were i

designed and dedicated by E&W and supplied to TVA under the original purchase contract as i

QA1 EQ Qualified material. The procurement of these two hems were for replacement parts

per the' original design and were to be fumished as "like for like" to the original contract requirements.

4 A review of the E&W dedication plans for these items indicates that the critical characteristics that were identified have provided reasonable techn' cal assurance that the items are "like for j

like" replacements, and that the items received were the items specified and meet all technical requirements to perform their safety functions including EQ. Therefore, there are no j

operability concems associated with these installations.
