Citizens Regulatory Commission 180 Great Neck Road Waterford, Connecticut %385 860-444-0113 Dr. Shirley Ann Jackson Chairman U.S. Nuclear Regulatory Commission Washington, D. C. 20555-0001 November 19,1996

Dear Dr. Jackson:

We at the Citizens Regulatory Commission have seen and heard little from the NRC with regard to activities at Millstone Station and Haddam Neck plants. We are very interested in being involved in the Millstone recovery process We are equally interested in both the progress at Millstone, and an accounting ofNRC and Justice Department findings.

We have been given assurances by your staffoffrequent meetings to keep as abreast of the situation at Millstone and Haddam Neck. We have seen little to assure us that we are a part of this process. The facilities at the Local Public Document Rooms still seem unable to support our needs, as information is still not available when we look for it.

' In particular, trying to get a copy of an August 6* event at Mdistone was not possible.

The LER and the inspection report dealing with it was not available.

Lastly, we have not received a response to our letter to you regarding the ICAVP, and some recommendations we made to that process. We also made some j

recommendations to aid in bolstering NRC credibility with the public.

We communicated our concerns to your staff by telephone today, with the hope of seeing some immediate progress. We remain hopeful you will ensure our interests are protected.

Sincerely, Susan Perry Luxton Founder, CRC.
