Dear Mr. Cross:
This letter refers to the NRC's safety issues program inspection of your Access
Authorization Program conducted by Messrs. E. B. King and G. C. Smith of this office at
the Beaver Valley Power Station, Units 1 & 2, on December 9-12,1996. Areas examined
during the inspection are identified in the enclosed report. The inspection consisted of
, interviews and examination of selected procedures and representative records. Our
l findings were discussed with Mr. K. E. Beatty and other members of your staff by Mr. King
l at the conclusion of the inspection.

The inspectors determined that, in general, you had an effective program in place that
provides assurance that individuals granted unescorted access are trustworthy and reliable,
and do not constitute an' unreasonable risk to the health and safety of the public, including
j a potential to commit radiological sabotage.

l In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
