Dear Mr. Myers:

The purpose of this letter is to inform you of our plans to conduct a design i

L inspection of the Perry Nuclear Plant. We have scheduled the on-site inspection for the weeks of February 17, March 3 through 14, and March 24, 1997. Your staff has indicated that there are no major conflicts with on-site activities during this period.. The NRC team leader and the lead contract engineer will visit the site between January 29 and 31, 1997, to review administrative aspects of,the inspection and to collect documentation l

necessary for in-office review and on-site inspection'.

.Recent NRC inspections.at nuclear power reactor facilities have identified

~

numerous findings where.the plant configuration or operations were inconsistent with the design basis, licensing basis, or.the UFSAR. Therefore, the NRC has decided to perform design; inspections.at nuclear power reactor facilities utilizing Inspection Procedure (IP) 93801, " Safety System i

Functional Inspection.". System selection is.in progress and the team leader will contact your staff and notify'them regarding the systems selected.

Mr. Morris Branch, Team Leader, NRR, will interface with you and your staff regarding all matters related to this inspection. The inspection will be performed by a team of five engineers from Stone and Webster Engineering l

Corporation (SWEC) who have been contracted by the NRC for this purpose.

Mr. Robert Najuch of SWEC who is part of the five person team will be the lead j

contractor engineer..
