PLANT PERFORMANCE REVIEW (PPR) - DRESDEN NUCLEAR STATION

Dear Mr. Perry:

On September 24, 1996, NRC Region III management and staff completed the Plant Performance Review (PPR) of the Dresden Nuclear Station. The Region conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The l PPR for the Dresden Nuclear Station involved the participation of all Region l III technical divisions as well as responsible NRR staff, in evaluating inspection results and safety performance information for the period from l, March 1996 through September 1996. The PPRs provide regional management with

a current summary of licensee performance and serve as inputs to the NRC l

Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

' This letter advises you of our planned inspection effort resulting from the Dresden Nuclear Station PPR review. The information is provided to enable appropriate consideration of the resource impact on your staff, and to permit I scheduling conflicts and personnel availability issues to be resolved in l advance of inspector arrival onsite. The enclosure details our inspection l plan for approximately the next 6 months. The rationale or basis for each inspection outside the " Core" inspection program is provided so that you are aware of the reason for emphasis in these program areas. Resident inspections, as well as periodic inspections by other assigned members of our site focus group, may occur at any time in support of the Core inspection program.

In addition to the PPR, the results of the recent Independent Safety Inspection Team will be evaluated to determine if modifications to the enclosed plan are needed. Changes will be discussed with your staff on a case by case bases. Finally, as described in the Confirmatory Action Letter, dated I

November 21, 1996, monthly meetings will be held to review the results of your corrective action initiatives.
