PLANT PERFORMANCE REVIEW (PPR) - ZION

Dear Mr. Mueller:

On November 7,1996, NRC Region ill management and staff completed the Semiannual Plant Performance Review (PPR) of the Zion Nuclear Power Plant. The Region conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The PPR for the Zion Nuclear Power Plant involved the participation of all Region l11 technical divisions as well as responsible NRR staff,in evaluating inspection results and safety performance information for the period from March through October 1996. PPRs provide regional management with 1 a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

This letter advises you of our planned inspection effort resulting from the Zion Nuclear Power Plant PPR review. The information is provided to enable appropriate consideration of the resource impact on your staff, and to permit scheduling conflicts and personnel availability issues to be resolved in advance of inspector arrival onsite. The enclosure details our inspection plan for approximately the next 6 rnonths. The rationale or basis for each inspection outside the " Core" inspection program is provided so that you are aware of the reason for emphasis in these program areas. Resident inspections, as well as periodic inspections by other assigned members of our inspection staff, may occur at any time in support of the Core inspection program.
