SUBJECT:
INTERIM CRITERIA FOR USE IN MAKING DECISIONS UNDER 10 CFR 76.45(b)
In response to your request, the staff have developed the following interim criteria for use l in reviewing applications for amendments to USEC's certificates. In order to make the i determinations required in 10 CFR 76.45(b) with respect to whether activities proposed in l USEC's applications for amendment of the certificate are significant, we will use the criteria presented below on an interim basis until such time as more permanent guidance is established. ;
Proposed activities shall be determined to be not significant if all the following conditions are met: l
- 1. There is no significant environmental impact as evidenced by the following: )
(1) There is no significant change in the types or significant increase in the l amounts of any effluents that may be released offsite; (2) There is no significant increase in individual or cumulative occupational radiation exposure; (3) There is no significant construction impact; and i (4) There is no significant increase in the potential for or consequences from radiological accidents.
II. The proposed changes will not decrease effectiveness of the plant's safety, safeguards, and security programs.
l 111. The proposed changes do not involve an unreviewed safety question.
Any proposed activities not meeting all of the above criteria shall be deemed to be significant pursuant to 10 CFR 76.45(b).
