DPR-42 50-306 DPR-60 Additional Information Regarding Our Response to the Notice of Violation From inspection Report 96006 The purpose of this letter is to inform you of a change in schedule for an action being taken in response to a notice of violation. On July 17,1996, we resconded to a notice of violation from NRC Inspection Report 96006 related to procedural noncompliance in the area of reload core design. In that response, and in the related Licensee Event Report (96-05, dated March 8,1996), we made a commitment that the Nuclear Analysis Department would develop more detailed procedures for the limiting transients by December 31,1996.
The basis for the development of the more detailed procedures is the transient analysis for the Unit 2 Cycle 18 Reload Safety Evaluation. However, this reload safety evaluation was not completed until Mid-December 1996, which does not leave enough time to develop and review the procedures before the December 31,1996 commitment date. Therefore, we are informing you that we will complete the development of the more detailed procedures by January 31,1997 rather than December 31,1996.
Changes that have already been implemented in the current procedures and processes provide adequate assurance that all reload related transients meet all the applicable acceptance criteria. There are no reload related transient analyses scheduled to be perfornied between December 31,1996 and January 31,1997.
