Building-Winter Conditions.

Gentlemen:

i Refererce (b), an informational Licensee Event Report (LER), described a potential concem and interim action items being taken due to a possible High Energy Line Break (HELB) scenario more limiting than the Design Basis HELB scenario in the Turbine Building. References (c) and (d) documented Maine Yankee's plan to complete the " winter ventilation configuration" High Energy Line Break analysis for the environmental conditions in the turbine building and submit the results to you by October 1,1996. Reference (c) presented the results of the analytical effort and described i

the design for temporary modifications to the turbine building which will allow us to initiate the winter ventilation configuration while preserving the capability to mitigate the effects of a high energy line break.

Reference (b) stated that Mairie Yankee would notify the NRC staff of the outcome of evaluations performed as part of the corrective' actions described in'the LER. This notification was to have been submitted as an addenduni to the LERT g N/k
