REFERENCE:

NRC Letter, Johnson to Lee, dated 04/15/8f (G-85137)

Dear Mr. Johnson:

This letter is in response to the Notice of Violation received as a result of inspections conducted at Fort St. Vrain during the period January 28-February 14, 1985. The following response to the items contained in the Notice of Viciation is hereby submitted:

10 CFR, Appendix B, Criterion V, requires that activities affecting quality shall be prescribed by, and accomplished in accordance with, documented procedures. This requirement is implemented, in part, by Administrative Procedure G-2, which requires compliance with authorized procedures or initiation of action to obtain changes if compliance is not possible.

Contrary to the above, action was not initiated to cancel or modify MRIM-2.4 until after receiving inspection of control rod drive parts received to Supplement 2 to Purchase Order N-5868 had been completed, even though it was known that MRIM-2.4 would not be used to supplement MRIM-1.

This is a Severity Level V Violation. (Supplement I)

p. (1) The corrective steps which have be~en taken and the results achieved:

MRIM-2.4 was deleted on February 22, 1985. This procedure was inadvertently left in the procedure manual and, through oversight, was not deleted in a timely manner.

(2) Corrective' steps which will be taken to avoid further violations:

MRIM-2.4 was deleted February 22, 1985. MRIM-1 will be utilized

. to perform all receiving inspections for control rod drive parts.

MRIM-1 is being revised to incorporate dimensional inspections on critical areas of received parts. QAC letter QAC-85-0353 was issued on April 29, 1985 for dimensional verf_ications as an interim while MRIM-1 is being revised.

Periodic reviews of Quality Control procedures shall be performed to assure that outdated procedures are purged as necessary.
