Re: Qualifications and Experience of KG&E WCGS Quality First Investigator / Evaluators Concerning the telephono conversation July 12, 1985, between yourself and Mr. Snyder, his staff has prepared the following data from the personnel files of twonty-two (22) of the employees involved in the KG&E Quality First Program at Wolf Creek Generating Station.
The data gathered is a description of the experience for the investigator / evaluators.
As you can see the Quality First investigator /ovaluators have had exter.nive backgrounds in the Nuclear Industry in various fields such as, Quality Assuranco, Quality
- Control, Engineering Design, Field Engineering, Startup, Operations, Instrumentation and Calibration, and Project Management.
In addition to the aforementioned

T QUALITY FIRST INVESTIGATION PERSONNEL EXPERIENCE
SUMMARY
The KG&E Quality First Organization investigation tean was canprised of engineering and quality personnel which collectively represented a high level of experience and expertise in the following areas:
ENGINEERING o Engineering design and supervision for mechanical systems in the power and process industry.
o Electrical field engineering and supervision of raceway, cable pull and tenninations, substation, transnission line and lighting installations, o Construction managenent activities including the coordination and supervision of contractors and craft, performance and use of heavy l
equignent, contract performance, develognent of construction methods, bid evaluations.
i o Design modifications to operating fossil and nuclear plants.
s o Construction supervision responsible for plant maintenance / modi-fication/ betterment projects.
o Review and evaluation of electrical and mechanical equipnent seismic qualification reports, generic design criteria, techincal specifications and power plant siting sttriies.
o Supervision for preparation of civil / structural mechanical and electrical calculations, drawings, specifications and bid evaluations.
o Startup supervision of nuclear, fossil and hydro generating stations.
o Operating plant managenent of fossil generating stations.
o Performance of organizational / operational problen analysis, maintenance managenent review and anaysis, and I&C calibration and managenent progran developnent.
o Involvenent in licensing activities which included PSAR/FSAR preparation and input. -

QUALITY o Audits and Surveillances which enconpass mechanical, piping, civil, electrical, welding, health physics, chenistry, I&C and operations, o Quality Assurance Engineering which includes review of site procedures, QA progran develognent and maintenance, vendor source surveillance, procurenent activities, systen turnover docunentation and Section XI progran preparation.
o QA managenent of the developnent, direction and control of project QA prograns and organizations.
o Evaluation of design specifications, procurenent docunents, work and inspection procedures for canpliance to project QA requirenents.
o Evaluation and audit in vendor QA prograns, facilities and capabilities.
o Supervision of QC inspectors for civil, piping, mechanical, and welding disciplines.
Investigative personnel had a minimun of ten years experience in any one or a canbination of design, construction and operations of a nuclear generating facility incitriing sixteen (16) individuals holding a bachelors degree or higher in a technical discipline and nine (9) with professional engineering registration.
Quality First progran developnent, implenentation and direction was provided by individuals possessing professional and technical managenent experience in power engineering, construction and quality.
