SUBJECT:
NRC INSPECTION REPORTS NO. 50-010/960ll(DRS); 50-237/960ll(DRS);
50-249/96011(DRS) AND NOTICE OF VIOLATION
Dear Mr. Perry:
On August 30, 1996, the NRC completed a security inspection at your Dresden
i
reactor facilities. The enclosed report presents the results of that
inspection.
During the inspection period, security activities observed or reviewed were
conducted in an adequate manner. We are concerned, however, about three NRC
identified violations.
In the firste. instance, an NRC inspector identified a
deficiency in your vehicle barrier system that was missed during several
reviews by both security and engineering staff.
In the second instance, an
NRC inspector identified thlit, an individual was improperly granted unescorted
access,duetothemisinterhretationofsecurityscreeningrequirements.
In
the third instance, an NRC inspector identified that a " Sea Van" shipping
contair.::r was not searched, due to misinterpretation of security searching
reouirements.
Wher, these violations were identified, security management
'
implemented corrective measures that should prevent recurrence.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in the enclosed report.
We noted that the violations had been corrected and these actions, including
your root cause analysis, were reviewed during the inspection.
Therefore, no
response to these violations are required.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to 10 CFR 73.21(c)(2). This information must be
handled and protected in accordance with the provisions of 10 CFR 73.21.
Consequently, the enclosure to this letter and our report of this inspection
will not be placed in the NRC Public Document Room.
