SUBJECT: NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/96-08

AND 50-318/96-08 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This letter transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from October 20 to November 30,1996. At the

conclusion of the inspection, these findings were discussed with Mr. Katz and others of

your staff.

Overall, the NRC concluded that your facility was operated in a safe manner. We noted

that reactor operator response to an automatic reactor trip that occurred on November 17,

1996 was prompt, well controlled using correct procedures, and effective in ensuring the

plant remained in a safe condition.

Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)

and the circumstances surrounding the issue are described in detail in the attached

inspection report. The violation is cited for failure to install a radiation monitoring system

in the common Calvert Cliffs Units 1 and 2 new fuel storage areas. The monitoring system

would alarm should an accidental criticality occur.

You are required to respond to this letter and should follow the instructions specified in the I

enclosed Notice when preparing your response. In your response, you should document

the specific actions taken and include any additional actions you plan to prevent

recurrence. Your response may reference or include previous docketed correspondence, if

the correspondence adequately addresses the required response. After reviewing your

response to the Notice, including your proposed corrective actions and the results of future l

inspections, the NRC will determine whether further NRC enforcement action is necessary

to ensure compliance with NRC regulatory requirements,

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, I

its enclosures, and yo or response will be placed in the NRC Public Document Room (PDR).

To the extent possible, your response should not include any personal privacy, proprietary, l

or safeguards information so that it can be placed in the PDR without redaction. However,

if you find it necessary to include such information, you should clearly indicate the specific j

information that you desire not to be placed in the PDR, and provide the legal basis to  !

support your request for withholding the information from the public.
