The staff shoulu cetermine whether modifications to criteria III., "For Fuel Cycle Licensees," are necessary to explicitly include fuel cycle facilities that are not licensed but are otherwise regulated such as the gaseous diffusion plants.

Page 19, paragraph 3 is incorrect as written. Specifically, NRC Inspection Manual Chapter 1360 does not contain a list of qualified physician consultants available to NRC. Rather, the list is contained in NRC Policy and Guidance Directive 93-13, Rev. 1, issued 10/4/96 and is not releasable to the public pursuant to 10 CFR 2.790 because it contains privacy information (See suggested edits - attached) m 5
