" CONTROL ROD AND POWER DISTRIBUTION LIMITS" AND TS 15 4.1 " OPERATIONAL SAFETY REVIEW" POINT BEACH NUCLEAR PLANT. UNITS I AND 2 in letters dated February 8,1996, and August 15,1996, Wisconsin Electric submitted Technical Specifications Change Request 170. This TSCR proposes amendments to the Point Beach Technical Specifications Section 15.3.10, " Control Rod and Power Distribution Limits," to improve the clarity of this section. A surveillance is being moved to Section 15.4.1 and i

a surveillance is being added to Section 15.4.1. Additionally, the guidance contained in the Westinghouse Owner's Group Improved Standard Technical Specifications, NUREG 1431, Revision 0, was used to aid in improving the specifications that u cre not clear. Modified pages for this change request were provided as an attachment to a letter dated December 2,1996.

in subsequent review of this Technical Specifications change request, it has been determined that the following corrections are needed:

1.

Change the required action times for Specifications 15.3.10.D.I.b and 15.3.10.D.2.b from 6 to 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. The original proposal for 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> is not necessary. The 2 hour2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> action time is consistent with the guidance contained in the Westinghouse Owner's Group Improved Standard Technical Specifications, NUREG 1431, Revision 0 and Revision 1.

Add the following action statement to TS 15.3.10.E.3, Quadrant Power Tilt, for the condition if quadrant power tilt is not met," Reevaluate safety analyscs and confirm results remain valid for duration of operation under this condition. This action shall be completed prior to increasing thermal power above the limit imposed by Specification 15.3.10.E.3.a(1)." This requirement should be inserted as TS 15.3.10.E.3.a(3) and the subsequent specifications should be renumbered accordingly. This requirement to reevaluate safety analyses is consistent with the guidance contained in the Westinghouse Owner's Group Improved Standard Technical Specifications, NUREG 1431, Revision 0 and Revision 1.

Correct a typographical error introduced in the edited Technical Specifications for this change request.

not involve a significant hazards consideration, authorize a significant change in the types or total amounts of any effluent release, or result in any significant increase in individual or cumulative occupational exposure. We, therefore, continue to conclude that the proposed amendments meet the requirements of 10 CFR S t.22(c)(9) and that an emironmental impact statement or negative declaration and environmental impact appraisal need not be prepared.
