Dresden Nuclear Power Station Unit 1 Decommissioning Program Plan, Revision 4, dated December 1994 The purpose of this letter is to distribute Revision 5 of the Dresden Nuclear Power Station Unit 1 Decommissioning Program Plan. Changes to this plan have been made following performance of a review based on criteria similar to the criteria of Section 50.59 of Title 10 of Code of Federal Regulations (10 CFR 50.59). This type of change process review and approvalis specified in the
" Order Authorizing Decommissioning Of Facility" attached to Reference (1).
This revision accurately presents changes made since the submittal of reference
- 2. A summary of changes is discussed in Attachment 1 to this letter.

the Decommissioning Program Plan.
Wording was modified to more precisely present information. These changes did not affect the overall content or meaning of the document.
Incorporate changes consistent with the issuance of the revised " Final Rule"(10 CFR Parts 2,50, and 51), August 1996.
Updated the description of systems, administrative controls and i
operations, j
Deleted extraneous information regarding Comed's current rate request.
Added Fuel Building Area Radiation Monitors to the list of equipment i
required to be operational prior to any fuel movements.
Added a description of the program, required by 10 CFR 50.65, to monitor the performance or condition of systems, structures and components associated with the storage, control, and maintenance of spent fuel.
i Added a description of the following limited dismantlement activities which have been performed: cleaning the Fuel Pool, Transfer Pool, and Transfer l
Tunnel; dismantling above ground Radwaste Tanks; asbestos abatement; and removal of contaminated dirt.
Changed personnel titles throughout consistent with the current organization.

Revised the description of site restoration to identify that useable structures in addition to the Switchyard may remain.
The estimated schedule for decommissioning has been revised to reflect the following expected dates for completing decommissioning periods:
SAFSTOR Operation (1999), SAFSTOR Dormancy (2009), Preparations for Decontamination and Dismantlement (2011), Decommissioning Operations (2012), and Site Restoration (2015).
