Thank you for your letter of December 9,1996,in response to our letter and Notice of

Violation dated November 8,1996. We have reviewed your reply and find it responsive to
the concerns raised in our Notice of Violation. We will review the implementation of your

corrective actions during a future inspection to determine that full compliance has been
l
achieved and will be maintained.

We noted the clarification in your letter regarding the plant engineer certification. Our
,
report stated that plant engineers were required to complete a certification program prior to
being assigned to the system. We acknowledge your clarification that completion of this
program is not a prerequisite for system assignment and that the report statement was the
result of a miscommunication.
