SAFETY EVALUATION REPORT UNIVERSITY OF FLORIDA OPERATOR REQUALIFICATION~~
AND RECERTIFICATION PROGRAM DOCKET NO. 50-83
1.0 BACKGROUND
In a letter dated February 26, 1985, the University of Florida requested approval of its operator requalification and recertification program. This approval was requested because the current training cycle is scheduled to end in June 1985. The licensee states that they propose to review the current plan, with minor changes.
Licensee further states that this current plan is essentially the same as that previously accepted by the staff as part of the licensee's Safety Analysis Report and relicensing package. The new plan will cover the University of Florida Training Reactor,(UFTR) program from July 1985 through June 1987. The licensee also proposes to use this program every two years beginning in July 1985.
2.0 GENERAL PROGRAM DESCRIPTION The UFTR operator requalification training program is conducted in accordance with the requirements in Appendix A of 10 CFR 55 and ANSI /ANS-15.4, " Selection and Training of Personnel for Research Reactors,"-
dated September 15, 1977.
Responsibility for administration of the program rests with the Director of Nuclear Facilities of the Department of Nuclear Engineering Sciences and his/her duly designated representative.
The proposed program consists of eight segments as described below.
A.
REQUALIFICATION SCHEDULE The UFTR requalification program will be conducted over a period not to exceed two years and will be followed by successive two year programs.
To ensure the effectiveness of the program, the licensee has established a P*!!s"!!87%
2 schedule for the program requirements. We have reviewed the schedule and find it acceptable.
B.
LECTURES, REVIEWS, AND EXAMINATIONS 1.
Lectures The requalification program is divided into seven program areas that are scheduled such that all topics are completed over the two-year period. The topics are:
o Nuclear Theory and Principles.of Operation o
Design and Operating Characteristics o
Instrumentation and Control Systems o
Normal, Abnormal and Emergency Procedures (one per year -
minimum, independent of emergency drills) o Radiation Control and Safety o
Technical Specifications and Applicable Portions of Title 10, Code of Federal Regulations 2.
Examinations Examinations are administered at the end of each lecture session.
Results of examinations and evaluations from the on-the-job training portion of the program are used to determine the proficiency, weakness, or deficiency of individual operators.

Fuel Handling Prior to any refueling and/or fuel handling operation, a special training session will be held to discuss / practice the required operations and to review procedures, including emergency actions, to ensure the proficiency of all personnel involved.

Procedure / Technical Specifications Changes This portion of the training program requires that all licensed operators review any changes in procedures, technical specifications, regulations, and any change with, safety significance to the facility.
5.
Required Reading List Each operator is responsible for reviewing and remaining current with those documents, letters, and memos on the Required Reading List. This list contains documents pertinent to operational safety and is to be reviewed at intervals not to exceed one month.
6.
Yearly Review The Director of Nuclear Facilities or the Reactor Manager conducts a yearly review of facility operations, maintenance, modifications, etc. with the operating staff.
C.
REQUALIFICATION OPERATIONS AND CHECK 0UTS During the two year requalification period, each certified indi-vidtal shall perform at least ten reactivity control manipulations in any combination of reactor startups, shutdowns, or significant reactivity changes. The schedule and recordkeeping requirements for these manipulations was reviewed and is acceptable.

EMERGENCY DRILLS Each operator is required to participate in two emergency drills per year at intervals not to exceed eight months. The licensee's description of the conduct of these drills was reviewed by the staff and was found acceptable.
E.
ABSENCE FROM AUTHORIZED ACTIVITIES

An operator who has not been performing certified functions fo'r a period in excess of four months will be required to demonstrate to the reactor manager or duly authorized representative that his/her knowledge and understanding of the operation and administrati6n of the facility are satis-factory before returning to certified duties. This will be accomplished through an interview and evaluation or a written, oral, or operational examination. Any deficiencies that are found will be corrected before that individual resumes authorized functions.
F.
EVALUATION OF OPERATORS Evaluation of operators will include results from examinations, the annual on-the-job evaluation of operational proficiency, and any other available indications of the operator's capability to discharge his/her duties safely and competently.
An accelerated training program and other additional training requirements will be implemented when a licensed operator's examination grade falls below 80%, as follows:
A grade between 65% and 79% requires additional training in o
those areas or topics where weaknesses or defici,encies have been identified.
o A grade of less than 65% requires that the individual be i

5 placed in an accelerated training prrgram in those areas where deficiencies have been identified.
Each of the licensee's evaluation criteria have been reviewed by the staff and found to be acceptable.
G.
REQUALIFICATION RECORDS Facility documents and records pertaining to the Requalification

Program will be maintained at the UFTR as part of the facility records for a period of five years.
Each operator will have an individual ~ folder that contains signature blocks for all individual portions of the UFTR Requalification Program. The folder will also contain copies of written examinations administered and answers given by the operator, as well as results and documentation of other forms of evaluation.
H.
REQUALIFICATION DOCUMENT REVIEW l
Individual Requalification folders will be reviewed on a semi-annual basis by an SRO, who will sign and date the folder. Any deficiencies noted will be brought to the attention of the Director of Nuclear Facilities or the Reactor Manager who will ensure that appropriate action is taken.
3.0 CONCLUSION
We conclude that the UFTR Operator Requalification Program meets the criteria of Appendix A of 10 CFR 55 and ANSI /ANS 15.4, " Selection and Training of Personnel for Research Reactors." Therefore, we co,nclude that this program is acceptable.
