Dear Mr. Hagan:

! By your letter dated July 31, 1996, and the General Electric Company (GE) 3 affi.lavit dated July 29, 1996, executed by Ralph J. Reda, you submitted GE i

report, "GGNS Cycle 9 Safety Limit MCPR Analysis" Jll-02863SLMCPR Revision 1, dated July 1996, and requested that portions of the report indicated by i " brackets" drawn in the margin of the text be withheld from public disclosure j pursuant to 10 CFR 2.790.

1 In the affidavit, GE stated that the submitted information should be

, considered exempt from mandatory public disclosure for the following reasons: .

! "Some examples of categories of information which fit into the j definition of proprietary information are:

a. Information that discloses a process, method, or apoaratus, including supporting data and analyses, where prevention of its use by General Electric's competitors without license from General Electric constitutes a competitive economic advantage over other companies; i
b. Information which, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing of a similar product;"

as proprietary because it contains details of GE's Safety Limit MCPR analysis and the corresponding results which GE has applied  ;

Therefore, the applicable portions of the document marked as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended. ,

l Withholding from public disclosure shall not affect the right, if any, of )

prsons properly and directly concerned to inspect the document. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.  ;
