JOSEPH M. FARLEY NUCLEAR PLANTS, UNITS I and 2 DESIGN INSPECTION

Dear Mr. Morey:

The purpose of this letter is to inform you of our plans to conduct a design inspection of the Farley Units I and 2 facilities. We have scheduled the inspection for the periods of February 3 through 7, 1997, February 17 through 28, 1997, and March 10 through 14, 1997, and your staff has indicated that there are no major conflicts with on-site activities during this period. The team leader and two team members will visit the site and corporate office between January 21 through 23, 1997, to complete the badging process for unescorted access and to collect documentation necessary for in-office review and on-site inspection. l Recent NRC inspections at nuclear power reactor facilities have identified ,

numerous findings where the plant configuration or operations were l inconsistent with the design basis, licensing basis, or the UFSAR. Therefore, '

the NRC has decided to perform design inspections at nuclear power reactor facilities utilizing Inspection Procedure (IP) 93801, " Safety System l Functional Inspection." Two systems will be selected for review during the )

inspection.

Mr. Roy K. Mathew, Team Leader, NRR, will interface with you and your staff regarding all matters related to this inspection. The inspection will be performed using a team of five engineers from Stone & Webster Engineering Corporation (SWEC) who have been contracted by the NRC for this purpose.

Mr. Robert Bradbury of SWEC who is part of the five person team will be the lead contractor engineer.
