Dear Ms. Jones:

Following the public reeting in Eureka, you wrote to Mr. Peter Erickson of my staff and provided coments in support of the Pacific Gas and Electric Company (PG5El plar for decommissioning of the Humboldt Bay nuclear power i plant. Your letter as well as letters from others in Humboldt County and elsewhere have become part of the official record of the decommissioning of this plant. In view of your interest I would like to describe our review process and discuss the present review status.

l The Nuclear Regulatory Comission (NRC) has the responsibility to assure that the decomissioning of Purboldt Bay power plant is conducted in a manner that does not endanger the health and safety of the public.

In order to accomplish that, the NRC recuired that PG8E submit a Decomissioning Plan describing how the decommissioning will be conducted l and an Environmental Report which describes the environmental aspects of

! the decomissioning. Both of these documents were submitted to the NRC on l July 30, 1984 and we have completed our initial review. Questions generated j during the review have bean sent to PG8E on Jaruary 23 and February 14, this year and PG&E has provided responses to rost of the questions. The NRC is

,, currently evaluating those responses.

An inportant aspect of the decommissioning planning is the receipt of coments from the public. For the Funboldt plant, this was done through the public neetings held on September 10 and December 4,1984 in Eureka, California as well as through letters from the public. Both PG8E and the NRC need public participation to assure that coments and concerns are adequately considered during the deconmissioning process. Consequently, the transcripts of the meetings as well as the letters becorre part of the official deconmissioning record and are reviewed to detemine if there are additional facts which should be considered. The transcripts, the letters from the public and all correspondence from PG&E and the NRC are available ir the Humboldt County Library, 421 I Street (County Courthouse), Eureka, California.

Following our review of environmental issues we will publish a Draft EIS that will be made available to the public in the Humboldt County Library and will also be sent to State and Humboldt County agencies as well as other Federal agencies. This Draft EIS will present the NRC evaluation of potential environmental impacts of decommissioning the Humboldt plant. Coments on the Draft EIS from State, local and Federal agencies and the public will he included and evaluated in the Final Environmental Inpact Statement (Final E!S).

After the staff reviews are complete and if it is determined that PG8E has taken the precautions necessary to assure no undue risk to the health and safety of the public and the environment, the decomissioning will be approved and the NRC will publish a Final EIS. We plan to complete the Draft EIS in about a rnonth. Our target date for completing our final action on j the decomissioning plan and the Final EIS is October 31, 1985.
