Docket Nos. 70-7001 & 70-7002 10 CFR 76.68 Requirements for Changes to the Compliance Plans
Dear Mr. Pierson:
The purpose of this letter is to document a December 6,1996 telephone conversation between Ms.
l Merri Hom (NRC) and Mr. Stephen Routh (USEC) regarding the need for NRC approval of changes to the Plans for Achieving Compliance with NRC Regulations at the Paducah and Portsmouth Gaseous Diffusion Plants (Compliance Plans) prior to their implementation.
As agreed in the December 6,1996 telephone conversation, changes to Compliance Plan issues will be implemented as follows:
Changes to the " Justification for Continued Operation" and " Plan of Action and Schedule" sections require NRC approval prior to implementation.
Changes to the " Requirements," " Commitment," and " Description of Noncompliance" sections do not require NRC approval prior to implementation provided the change meets the criteria of 10 CFR 76.68 (a)(1), (2), (3), (4), and (6) and does not result in a change to the Technical Safety Requirements.
