On September 23, 1985-Intervenor Ohio Citi= ens for Responsible Energy (*0CRE') was notiried that the Appeal Board f
had' rejected 0CRE*s Motion for o Stoy Pendente Lite (filed September 19) as illegible and that OCRE would have until
