Sumary of May 31, 1985 Meetina Regarding TDI Diesel Generator Design Review an<i Quality Revalidation (OR/QB) Report.

The purpose of the. meeting was to hear the licensee's status and plans for comple-tion of implementation of recomendations in the DR/0R Report for Grand Gulf Unit 1.

The DR/QR Report, prepared by the TDI Diesel Generator Owners Groups was trans-I mitted to the NRC without endorsement by MP&L on November 28, 1984.

,The NRC staff questioned whether the recomendations in the GGNS DR/OR prepared by l

the TDI Owners Group were being reviewed and implemented by MP&L in a timely manner, in light of the second failure of a linear reactor, which is a component in the generator excitation circuit. The first failure occurred in June 1984 on a Division I diesel generator, due to design deficiencies which caused overheating in the control panel containing the component.

The November 1984 DR/0R Report recomended that.the linear reactors be remounted so that cooling slots would be oriented in accord with the manufacturer's recommendations and that the cabinet be ventilated.

Although the linear reactors in Division I were replaced, this design change was not implemented by March 1985 when a second failure of a linear reactor occurred on the Division II diesel generator. MP&L has now issued a design change package for both diesel generators with a scheduled completion date of modification of December 1, 1985. The new linear reactors in Divisions I and II are expected to have a lifetime'beyond December 1985, based on previous operating experience.

However, staff questioned whether correcting the design deficiency of inadequate cooling should not have been implemented sooner thereby preventing the second failure and preventing potential ~ future failures. Staff questioned whether other recommendations in the DR/QR, particularly those involving equipment modifications, should also be implemented sooner than required by the operating license condition prior to startup following the first refueling (now estimated for August 1,1986).

MP&L presented a description of implementation of ORf0R recomendations, as sum-marized on pages 4 through 8 of Enclosure 2.. The 417 recomendations have been computerized.. Two experienced diesel engineers on the plant staff have reviewed the DR/QR Report. About 1670 engineering man-hours have been expended to date in the implementation of recomendations or justification for not implementing recom-

.mendations. The status of implementation (page 7 of Enclosure 2) shows that out of 68 recomendations to modify equipment, 6 have been implemented, 31 have been -

approved and will be implemented and 31 are still under evaluation. MP&L expects to have its review completed and a submittal made to the NRC by September 30, 1985.

e MP&L stated that preventative maintenance on the TDI diesel generators was per-formed in an April 1985 6-week forced outage.

Implementation of some recommenda-tions will be made in the Fall 1985 planned outage (October - November 1985) and the remainder in the first refueling outage (June, July, August 1986).

In response to staff questions, MP&L stated:

(1) TDI Owners Group Phase I recommendations, excepting a tear down inspec-tion of the diesel engine, will be implemented for the Division II diesel generator prior to startup following the first refueling (Sept 1986). MP&L expects to.iustify that a tear down inspection is not needed.

(2) A response to 10 CFR Part 21 reports on TDI diesel generators will be provided in the MP&L September 30, 1985 submittal regarding DR/QR recom-mendations.

(3) The DR/0R recommendations will be evaluated to determine priority for implementation.

(4) An interim modification will be considered to prevent continued oper-ation of linear reactors at temperatures in excess of the design temperature.
