On December 10, 1996, U. S. Nuclear Regulatory Commission staff members met l
with representatives of the Department of Energy (DOE), New York State Energy i
Research and Development Authority (NYSERDA), and West Valley Nuclear Services (WVNS). A list of attendees is attached. The purpose of the meeting was to discuss how and to what extent DOE envisions NRC's participation in activities at the West Valley Demonstration Project (WVDP) over the upcoming fiscal years. A copy of the handout is attached.
DOE is proposing a lb year program for the completion of decommissioning activities at the WVDP, severely compressing previous schedules which envisinned decommissioning activities through the year 2020.
In order to accommodate this schedule compression, DOE is requesting that NRC interact more swiftly and with more resources than NRC originally planned for in the upcoming fiscal years. As DOE is mandated by the WVDP Act of 1980 to decommission to criteria prescribed by NRC, DOE is requesting that NRC develop criteria and document the criteria in the next draft of DOE's environmental impact statement for site termination. To meet current schedules, DOE plans to issue a record of decision on a preferred decommissioning alternative by June 1988.
