This is in response to your letter dated January 21, 1985, concerning package registration in accordance with 10 CFR Part 71.12.
Section 71.12 of 10 CFR Part 71 requires as a condition of general license provisions an approved quality assurance (QA) program. Accordingly, we are unable to register you for use of the package (s) requested at this time. It will be necessary for you to obtain an approved QA program prior to the registration as a package user or the delivery of licensed material to a carrier for transport pursuant to 10 CFR Part 71.
To assist you in preparing your QA program description, enclosed are the acceptance criteria the staff uses to evaluate a licensee's QA program and a QA program that the staff has found acceptable for meeting the applicable requirments for packaging and transporting special form radioactive material.
