SUBJECT:
SCHEDULE FOR UMTRAP SITE REVIEWS DURING NOVEMBER, 1985 THROUGH FEBRUARY, 1986 As requested, we have reviewed your proposed schedule for conducting WMGT reviews of UMTRAP documents during November, December, January, and February. This note documents the conversation I had with Mike Fliegel and Dan Gillen on July 15 about the proposed schedule. Enclosed please find a revised schedule which we consider to be a niore accurate and conservative projection of UMTRAP reviews during the Fall and early Winter of 1985/1986.
The proposed schedule is predicated upon a series of assumptions invoked in preparing the schedule. These assumptions include:
1.
For every 4 working days, there are 3 non-working days.
2.
Supporting data and referenced documents are submitted at least 2 weeks before the document review begins.
3.
DOE's assessments are defensible, unambiguous, and compatible with NRC's SRP's.
4.
No conflicts exist with other UMTRAP and LLW work (e.g., Hanford LLW license renewal will not preclude Bill Ford's review of Grand Junction).
5.
DOE provides an "information briefing" during the review of EA's, EIS's, and RAP's.
6.
Review times for the DEA's and DRAP's are not additive (i.e., 56 days),
but rather slightly more than an independent review; 35 days were assumed for the conjunctive review of DEA's and DRAP's.
7.
The Ambrosia Lake DRAP is submitted simultaneously with the DEA; the DRAP review will not begin until af ter receipt of the DEA.
8.
There are three reviewers avaliable for groundwater reviews, one for surface water, one for seismic acceleration, two for geology, and two for geochemistry; new staf f may be available for the site reviews, but they were not considered in the proposed schedule.
9.
Kristin Westbrook will be available starting full-time for UMTRAP work 4
-on 11/15/85; HLW projects were assumed not to conflict with Kristin's UMTRAP work.

The geology review of the Grand Junction DEIS may be conducted without benefit of a site visit by the geology reviewer.
11.
Staff reviewers will be on annual leave from December 24 through January 1, so no reviews are conducted during this period.
12.
Receipt dates for the documents do not change.
Violation of any of the assumptions listed above may significantly influence WMGT's response in preparing reviews of the UMTRAP documents from 11/85 through 2/86. If you have any questions about the revised schedule, please contact me to arrange a meeting of the interested parties.
