Dear Mr. Graesser:
On October 25,1996, the NRC completed an inspection at your Byron Nuclear Generating
Plant reactor facility. The objective of the inspection effort was to determine whether
activities authorized by the license were conducted safely and in accordance with NRC
,'
requirements. The enclosed report presents the results of that inspection.
No violations of NRC requirements were noted in the areas inspected. Both the Access
Authorization Program and the Vehicle Barrier System were effectively implemented,
except for minor issues identified in the Report Details. The NRC inspector did however
identify two issues we currently consider to be unresolved. One of the items pertained to
the protection of safeguards information, and the other issue pertained to the

effectiveness of measures in place to prevent circumventing controls in the security badge
issue process. Resolution of these items will be addressed by separate corresponrience,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of tF
letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
