SUBJECT:
SITE VISIT TO SIEMEnS POWER CORPORATION, DECEMBER 3 AND 4, 1996 Licensing Branch staff, Kimberly Hardin and Susan Chotoo, visited Siemens Power Corporation (SPC) in Richland, Washington, on December 3 and 4, 1996, in order to meet the staff and management personnel and to become familiar with SPC's fuel manufacturing facilities. Ms. Hardin recently assumed project management for SPC, with Ms. Chotoo as the backup project manager, due to reorganization of the Fuel Cycle Licensing Branch staff.

On November 15, 1996, SPC was granted renewal of NRC License SNM-1227 for a five-year term instead of a ten-year term due to the NRC's concern that SPC's chemical process safety program is not sufficiently comprehensive to identify and minimize chemical hazards. During the site visit, R.E. Vaughn, Safety, Security & Licensing Manager, and B.N. Femreite, Engineering and Manufacturing Vice President, asserted that their chemical process safety program meets the performance criteria and intent of an integrated safety analysis (ISA),
discussed in NRC draft guidance.
In addition, SPC believes that there is not yet clear guidance from the NRC on how an ISA should be addressed.
Beyond an extension of the renewal term, SPC does not see additional benefits for the

In other meetings, criticality staff, C.D. Manning, G.A. McGehee, and J.M. Diest, discussed their disagreement with the NRC on the interpretation of the ANSI /ANS-8.1-1983 (R 1988) definition of double contingency. The waste i
management staff, R.T. Kimura and M.B. Salisbury, discussed design of the lagoon uranium recovery / solids processing facility (LUR/SPF) and the modular extraction / recovery facility (MERF). Although LUR/SPF and MERF are the I
subject of two pending license amendments, the visit was not announced as an open meeting and, therefore, licensing actions were not discussed.
The plant tours were led by T.C. Probasco, Safety Manager; J.B. Edgar, Licensing Staff Engineer; L.J. Mass, Regulatory Compliance Manager; and S.S. Koegler, Waste Management Engineering Manager. The tours included manufacturing areas, dry conversion facilities, currently under construction, drum storage areas, LUR/SPF, also under construction, pond areas, and the ammonium recovery facility.
