VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to-Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2.

In accordance with the guidance provided in Generic Letter 84-13,

" Technical Specification For Snubbers," we are proposing changes to Sections 3/4.7.10 and 6.10.2 of the Technical Specifications.

The proposed changes to the Technical Specifications are provided in Attachments 1 and 2 for Units 1 and 2, respectively. A discussion of the proposed changes to the Technical Specifications is provided in Attachment 3. In accordance with 10 CFR Part 170 an Application Fee of

$150 is also enclosed.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has' been determined that this change does not pose an unreviewed safety question as defined in 10 CFR 50.59 and does not pose a significant hazards consideration as defined in 10 CFR 50.92.

! As we have discussed with members of your staff, Unit 1 is scheduled to

. begin a refueling outage November 1,1985. We would like to implement l these requirements with the snubber work that will be performed during this outage. We would appreciate any assistance that you and your staff can provide in expediting this request. q
