SUBJECT: NRC INSPECTION REPORT 50-298/96-22
Dear Mr. Horn:
An NRC inspection was conducted November 18-21,1996, at your Cooper Nuclear Station
reactor facility. The enclosed report presents the scope and results of that inspection.
The inspection included implementation of your emergency plan and procedures during
.your biennial emergency preparedness exercise. The results indicated that you sufficiently
demonstrated the capability to implement your approved emergency plan. Overall
performance was satisfactory; however, one exercise weakness was identified for failure
to continually maintain personnel accountability in the control room simulator and technical
support center.
Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection
findings that need to be corrected by the licensee. You are requested to provide this office
with a description of your corrective measures, and your schedule for complet('ng these
actions, within 30 days after receipt of this letter.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room.
Should you have any questions concerning this inspection, we will be pleased to discuss
them with you.
