This is a request under the Freedom of Information Act, as amended, 5 U.S.C.

section 552.

On behalf of the New England Coalition on Nuclear Pollution, I request access to records relating to the August 13-17 and 27-31, 1984 NRC inspection of the facility at Seabrook, New Hampshire.

(See Combined Inspection Report No. 50-443/84-12 and 50-444/84-06.)

These include all materials reviewed in reference to the inspection, and, all notes, observations, calculations, test results, etc.

made in reference to or about the inspection including, but not limited to, the following:

In reference to section 2, paragraph 4 (page 3 of the inspection report):

1) The set of allegations sent to the Office of Investigations;
2) Documents showing how allegations were assigned to the NRC of fices (e.g. OI, IC, NRR, etc. ) and
3) Documents, notes, reports, and conclusions regarding the allegations sent to the Of fice of Investigation.

In reference to the section 3 allegation - Cracks in Concrete Wall of the Waste Processing Building:

1) Perini Nonconformance Report (NCR)f 551 of November 11, 1979, its. five revisions and documents regarding-its disposition;

In reference to the section 4 allegation - Cold Spring of Pipe (Tank farm Area):

1) Names, positions, and employers.of Mr. X and the two welder-fitters interviewed in connection with this allegation.and any' notes relating to those interviews;
2) Nonconformance Reports (NCRs) documenting problems erecting piping to the Refueling Water Storage Tank and any documents or notes relating to them or their dispostion;
3) All materials reviewed in reference to the inspection regarding this allegation and any notes made while reviewing them and

1) Documentation showing that radiographs /RT equipment used in this inspection meet sensitivity requirements of the ASME code cited on page 25 of the inspection report;

In reference to the violation discusse.d in section 16 -

Falsification of QC Inspector's Signature.

1) Pullman-Higgins NCR 7433 of August 16, 1984 and
2) Pullman-Higgins memorandum to employees of August 30, 1984 as described on page 61 of the inspection report, section 16.3.

If any material responsive to this request is exempt from disclosure under the Freedom of Information Act, please release all reasonably segregable portions.

NECNP is a public interest group that has been involved for many years in litigation of health and safety issues at Seabrook.

The purpose of this request is to aid NECNP in its efforts to assure the safe construction and operation of the plant.

We request waiver of costs for searching and duplicating charges "because furnishing the information can be considered as primarily benefitting'the general public," 5.U.S.C.

section 552(a) (4 ) ( A ).

Should waiver of the charges be denied please contact me immediately stating reasons for such a denial.

I look forward to your prompt response within 10 days as required by 5 U.S.C. section 552(a) (6 ) ( A ) (i).
