Dear Dr. Murley Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Accordance with 10CFR50.55(e):

Parker Hannifin Stainless Steel Fittings (SD-68)

In a January 9,1985 telephone conversation between your Mr. T. Rebelowski and our Mr. L. 3. Chiarizia, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 in accordance with 10CFR50.55(e). The potential significant deficiency involved Parker Hannifin Corporation stainless steel fittings. Parker Hannifin informed our architect-engineer, Stone & Webster Engineering Corporation, of possible material problems which could lead to cracks in a certain lot of their stainless steel fittings.

As previously reported to you in References (1), (2) and (3), 324 of the 341 potentially deficient fittings supplied by Parker Hannifin for use on Millstone Unit No. 3 have been located. All of these 324 fittings were returned to Parker Hannifin for reinspection. The Parker Hannifin Corporation found no indications of material problems in any of the fittings returned.

, - We also informed you that the remaining 17 fittings were not located and that Stone & Webster was in the process of verifying whether or not any of these fittings were installed in safety-related systems at Millstone Unit No. 3. Stone

& Webster has completed this review and determined.that all safety-related installations are acceptable and do not contain any of these potentially deficient fittings. In addition, the code numbers for these remaining 17 fittings have been noted to prevent future installation should they be located.

Based on the above information, NNECO is confident that the fittings in question will not have any adverse effect on Millstone Unit No. 3. Hence, this is not a significant deficiency for Millstone Unit No. 3.
