PSC anticipates that implementation of the upgraded Technical Specifications will take place during the 4th refueling outage. This

.will be contingent upon receiving final NRC approval of the Specification amendment at least six months prior to the refueling start date.

Six months is required for preparing surveillance and operating procedures, for training personnel, and for reprogramming Technical Specification data bases as required to support plant operations in accordance with the revised Specifications.

It is PSC's understanding that the actual implementation schedule will be specified by the NRC when the Technical Specification amendment is issued.

If you have any questions or

comments, pleasb contact Mr. M. H. Holmes at (303) 571-8409.

Very truly yours, Mf4A <_u H. L. Brey, Manager Nuclear Licensing and Fuels Division l
