I The U.S. Nuclear Regulatory Commission has sent, to the Office of the Federal i
Register, for publication, the enclosed advance notice of proposed rulemaking to the Commission's rules in 10 CFR Part 33. The NRC is considering amending its i
regulations governing specific licenses of broad scope for byproduct material, to clarify the regulatory and health and safety basis of current licensing practices and to provide licensees with the flexibility to make certain types of j
changes to their radiation safety programs.

The Commission is issuing the advance notice of proposed rulemaking for public comment and has specifically requested comments on specific questions, and also on draft rule language which reflects many of the identified issues.
