Dear Mr. Arndt:

I was very pleased to learn that a new Draft Regulatory Guide on leak rate testing, and a new Draft Appendix J to 10 CFR, Part 50 had been prepared under your leadership, and are to be presented to the ACRS Meeting on June 4,

1985.

Fraudulent and inconclusive leak rate tests (Zion, Unit 1) are abundant and there were attempts to cover up bad tests and to perpetuate the wrong methodology.

It has been proven beyond any reasonable doubt that any value of leak rate can be " determined" from any set of the raw data using the present methodology. This has been proven theoretically and on worked examples, and has been substantiated by absurd actual test results where negative leak rates have been " determined".

I called you five days ago., and I left a message for you requesting copies of the public documents to be presented at the meeting. I received neither documents nor a message regarding my request.

From my past experience 1 have learnt that at least several days are necessary for a careful study of these documents. My concerns are with a real possibility that this information may not be provided in time as it happened ~a year ago when you made the package available to me at the time when the meeting started. At that time, according to Dr. Ebersole's letter, the faulty Draft Regulatory Guide was withdrawn by its own author; thus, the public was not able to present comments.

To prevent a recurrense of the same situation, please, immediately send me copies of the documents in question.
