In Reference (1) Commonwealth Edision Company (Comed) provided the Nuclear Regulatory commission (NRC) Staff with Amendment 16 to the Byron /Braidwood Stations Fire Protection Report (FPR). Previously, Title 10, Code of Federal Regulations, Part 50, Section 71, Paragraph (b) Subparagraph (4)

[10 CFR 50.71(b)(4)] was revised in response to a federal government initiative to reduce the unnecessary burden of go. ernment regulation by extending the interval between updates oflicensee Final Safety Analysis Reports (FSARs). In Reference (2)

'the Staff agreed with Comed's proposal to provide updates to the Byron /Braidwood Stations Updated Final Safety Analysis Report (UFSAR) to the NRC no later than 24 calendar months from the submittal date of the previous revision. Since the Byron /Braidwood Stations FPR is incorporated by reference into the Byron /Braidwood Stations UFSAR, Chapter 9.5, it is also being updated on a frequency of 24 calendar months from the submittal date of the previous revision.

Page 2 Accordingly, Amendment 17 to the Byron /Braidwood Stations FPR is enclosed. The i

changes included in Amendment 17 are changes to the facilities and procedures that l

were in effect as of June 16,1996. These changes do not represent a decrease in the level of fire protection which would require prior NRC approval in accordance with the following:-

1. Condition 2.C.6 of the Byron Unit 1 Facility Operating License, NPF-37,
2. Condition 2.E of the Byron Unit 2 Facility Operating License, NPF-66,
3. Condition 2.E of the Braidwood Unit 1 Facility Operating License, NPF-72, and
4. Condition 2.E of the Braidwood Unit 2 Facility Operating License, NPF-77.

Attached to this letter is a detailed change log which identifies and explains all changes from Amendment 16 of the Byron /Braidwood Stations FPR. This is being provided as an aid to the Staff to assist in the review of the changes made.
