Changes to Technical Specifications Governing Main Coolant System Structural Integrity (Proposed Change No. 186)

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby requests the authorization to make the following changes.

PROPOSED CHANGE Reference is made to the Yankee Plant Operating License No. DPR-3. We propose to modify the license as detailed in Attachment A.

In general, we propose to:

1.

Realign certain Main Coolant System structural integrity surveillance requirements with Section XI of the ASME Boiler and Pressure Vessel Code.

2.

Relieve the Yankee Plant from certain unique and burdensome surveillance frequencies which are no longer appropriate.

REASON AND BASIS FOR CHANGE The various reasons for the individual changes are presented as part of Attachment A.

USNRC June 1985 SAFETY CONSIDERATION The significant hazards consideration is based on the guidance provided by example in 48FR14870. The changes described herein are classified according to the following example of actions involving no significant hazards:

A change to make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regulations.

Additional information is presented in Attachment A to support our findings that the changes presented herein are not considered to involve significant hazards consideration.

Based on the consideration contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant consistent with the proposed Technical Specifications will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE An application fee of $150.00 is enclosed in accordance with 10CFR170.21.

SCHEDULE FOR CHANGE The changes described above will be incorporated into the Yankee Technical Specifications upon receipt of your approval. Yankee is scheduled for a Fall, 1985 refueling. Therefore, a review of this Proposed Change is requested by September 15, 1985.
