j I approve the staff's rulemaking plan which addresses development

of a rule that would implement new procedures for the preparation and administration of the initial examinations for power reactor j operators. I also approve permitting interim licensee I l

implementation on, a voluntary basis, of the staff guidance on the preparation of licensing exams contained in NUREG-1021.

l The quality of the results of the proposed revised examination process are very dependent upon the abilities of the NRC Chief Examiners _to identify weak examinations and to work with facility licensees to maintain examination quality.

Maintaining a high

degree of. examiner proficiency in these matters is of paramount ,

I i importance. Therefore, adequate resources should be budgeted every

! year to ensure this result. The regular convening of operator

  • licensing examiners training conferences and refresher training sessions, perhaps on an annual basis, planned by the staff can help to sustain and improve the examiners proficiencies in the relevant 4

technical and communications skills. I i

The staff should provide the commission with an annual update of experience with the new examination procedure.
