Dear Mr. Gallagher:

During the week of March 4,1985, members of the NRC Vendor Program Branch (VPB) conducted an inspection at the Westinghouse Nuclear Technology Division offices in Monroeville. The scope of that inspection included a review of the Westinghouse system for providing technical and service information to your NSSS and component customers.

Specifically, the inspectors reviewed your system for the issuance of Technical Bulletins as a means of advising your nuclear customers of information affecting written guidance contained in instruction books, i.e., installation, operating, and maintenance manuals.

Since the information contained in these Bulletins potentially affects the safe operation of licensed nuclear facilities, the NRC believes that this information is important to determine what action, if any, is necessary to protect the public health and safety and in the development and implementation of the inspection program. We therefore request that copies of the bulletins be provided to an NRC representative when requested, either by a phone call or during an inspection. Such requests will normally be for one, or perhaps a few bulletins which are considered to be potentially significant from a safety standpoint. Efforts will be made to coordinate such requests within the Office of Inspection and Enforcement (IE) to avoid duplicate requests.

We are requesting that Westinghouse provide copies of requested bulletins directly to the NRC rather than obtaining them from individual licensees.

This will help ensure that the NRC has up-to-date and complete information and will enable the NRC to review the information in advance of inspections at individual licensees. The information in the selected bulletins will be used to determine through the IE inspection program, whether licensees are appropriately distributing the information within their organization and are appropriately considering such information as it may relate to their facilities.

We have discussed this matter with R. Weissman and members of his staff at a meeting in Bethesda in April 1985. We appreciate in advance your cooperation in this matter.
