Dear Mr. Denton:

Thank you for your decision to hold a public hearing on my appeal (s).

In order to_p.rovide an adequate technical discussion, all the parties participating in the hearing must have an equal access to the informa-tion to be presented at the-meeting. Any and all technical information must be presented before the meeting. A bad precedent was set on 1/5/84 when certain calculations were handed to me during the meeting on LaSalle.:

These calculations turned out to be either fraudulent (6 readings were used instead of 26) or deceptive (if the averages were used which is meaningless from the standpoint of conventional physics). Had I time to look at these materials I would provide comments and you would not place them in your formal decision on LaSalle. I am certain, you do not wish fraudulent or deceptive materials in your decisions.

I am enclosing a photocopy of a telecon with Mr. Shapaker of 9/19/85.

Mr. Shapaker appears to be in charge of organizing the hearing. He refused

, to send me materials to be presented at the meeting by the NRC.

R Referring to your letter to me of August 8, 1.985 I can not find your answer to my requests of May 21, 1985, satisfactory. I requested the name gg of the developer-of the fraudulent LaSalle-Zion computer program and the listing of _it. I have a proof that you are in possession of this informa-tion.'You do not address a legitimate request in your answer which is 8< unlawful. I insist that you provide (1) all technical information the NRC is planning to present at the hearing; (2) the listing of fraudulent CE ta.z program (immediately); (3) the listing of Volumetrics. program'.
