Dear Mr. Snell:

As part of the preparation for the environmental impact statement for Wolf Creek Unit No. l's operating license, the U.S. Nuclear Regulatory Commission is required-to consult with the SHP0 to determine if the operation of the plant may effect any cultural resources listed or eligible for listing in-the National Register for Historic Places.

Our areas-of interest for Wolf Creek-include:

the site itself, the plant's railroad-spur, and the transmission line corridors.

Three maps are enclosed which locate and define our areas of interest.

The possible impact of Wolf Creek on cultural resources was previously examined in association with the construction permit phase of licensing. We are now required to review prior iindings relative to the potential for operating impacts.

Documentation from our files relevant to cultural resources is enclosed and is summarized below.

Nyle Miller, SHP0 indicated in a letter to Dames & Moore (February 9, 1974) that the Wolf Creek project would not " adversely affect eny known historical site or landmark".

However, Mr. Miller also indicated that five archeological sites appeared to have met National Register criteria and suggested salvaging them before construction of the cooling lake.

Mr. Miller wrote to NRC (January 16,1976) stating that the five sites had been excavated by archeologists from Wichita State University, therefore the siter could "no longer be eligible for the National Register".

With regard to the railroad spur, we note Professor Rohn's letter to Tom Witty, State Archeologist (September 17,1975).

In that letter, one archeological site is identified as being " threatened with adverse impact" due to the railroad spur and related construction.

Professor Rohn then reported to Nyle Miller (June 11,1976) that the site was studied and required no further field work.

Lastly, with respect to the transmission corridors, a copy of a page from the applicant's Environmental Report for the Operating License is enclosed, it indicates that " selection of transmission routes was made in part taking into consideration the avoidance of archeological sensitive areas".

The applicant also promises to contact the WSU Archeological Laboratory "if any significant artifacts are unearthed during line construction".

We are, therefore, interested in learning from you if the Wolf Creek Plant may have any operating impacts on the cultural resources located on or near the site, the railroad spur, and transmission line corridors.

Generating Stat.cn in Coffey county, Kansas.

We are aware of the previous 7

contacts of a representative of Cames & Mccre uth our survey staf f in t.he collection of historical data en the area, We note that the cooling lake will inundate a stone house now owned by A. C. Robinett and also some remnants of the old LeRoy-Emporia wagon road.

There is presently no data in out-files which would document for these places sufficient historical signifiesnce to merit National Register nomination.

We have no evidence that the project would adversely affect any kncwn historical site or landmark.

The assessment of the archeological resources of the project area has been 00mpetently prepared.

Probably one ecrs.ent in the " Summary and Recorr.endations" should be reconsidered.

The statement that none of the archeologi:al sites appear significant encugh for National Register nomination will likely be questioned.

Recent National Park Service interpretations of the criteria for entering archeological sites en the Registe:* have established "the potential for scientifi: knowledge" as the standard.

Chus five of the sites (14CT501, 14CT506, 14CT506, 14CT511, and 14CT514) would e? pear on the basis of the report to meet the National Register criteria.

It would therefore seem that at the very least the data which these sites possess should be salvaged by the scientific archco-logical excavations at a time well brfore the 00nst.r':,: tion of the cooling lake.
