GNS CASTOR Yb Partial License Application, dated Nov. 9,1983 Re: Docket No. 71-9190 4

Gentlemen:

Pursuant to your letter of July 9,1985, GNSI, on behalf of GNS, herewith notes that it has prepared and is ready to submit the additional information requested by NRC for the partial application within the established deadline.

However, we understand from our neeting with you on August 6,1985 that NRC's subsequent policy is that of officially accepting and reviewing only complete (as opposed to partial) license applications, and that the specific information requested in your letter of July 9,1985 would not, upon J

submittal, constitute a complete application.

Therefore, in response to NRC's revised requirements we are herewith withdrawing the subject (partial) application. At the same time we are continuing to compile the additional portions of the SAR and presently plan to submit the complete license application for the CASTOR Yb (now designated V/21) cask in the near future.

In addition, we wish to note that the reason for GNS's initial (partial) application was to obtain an official NRC review of GNS's proposed full-scale CASTOR Yb cask drop test, and we would like to continue with an informal review procedure. Accordingly, we would like to establish a near-term schedule for meetings whereby we can continue with NRC's sequential review of our drop test plan prior to its finalization and implementation.
