OF MILLSTONE 3 ENVIRONMENTAL QUALIFICATION OF THE EQUIPMENT QUALIFICATION FILES FOR MILLSTONE 3 1

During the week of August 12-16, 1985, the NRC staff and its consultants from EG&G Idaho audited the equipment qualification files of Millstone Nuclear Power Station Unit 3 (MNPS-3). The staff and its consultants

audited a total of 10 files that contained environmental qualification information for equipment located in potentially harsh environments. As a result of the audit, the following are observations and consnents made by the staff and its consultants at an exit interview held at MNP-3 on August 15, 1985. Enclosed is a list of the meeting attendees.

1. A cursory review of MNPS-3 master list indicates that there are approximately 30 item types remaining to be qualified. All equip-ment within the scope of 10 CFR 50.49 must be qualified prior to issuance of an operating license, or justification for interim operation must be provided in accordance with 10 CFR 50.49 para-graph (1), if the license is issued prior to November 30, 1985.

If an operating license is issued subsequent to that date, then all the equipment must be qualified when the license is issued.

2. The MNPS-3 submittal on environmental qualification of electrical equipment (EQ submittal) indicates that qualification is completed on some items, where in fact qualification work are continuing on these items.
3. Some system component evaluation work sheets (SCEW sheets) listed accuracy data where applicable, and some did not. This inconsistency should be corrected.
4. There are some general deficiencies such as typos, incorrect spec-ification numbers, and specified and demonstrated parameters that should be corrected.

5. Some equipment such as Raychem splices, cables, and tenninal blocks are used in safety related applications inside containment but are not included on the MNPS-3 master list. The MNPS-3 entire EQ pro-gram must be reviewed to assure that all equipment within the scope of 10 CFR 50.49 is included in the program.

The following comments are specific to individual specification numbers (spec. no.) as indicated. However, the applicant must update all files to incorporate these comments where applicable.

(Spec. No. 2240.000.001) Limitorque Valve Actuator Outside Containment The test report used by the applicant is insufficient to demonstrate qualification. However, the applicant has another test report that is adequate to demonstrate qualification and agreed to include it in this Limitorque file.

Spec. No. 2472.310.683) Weed RTD

. Qualified life has not been established. Applicant is in the process of obtaining qualified lift data.

Spec. No. 2472.510.662) Rosemount Pressure Transmitter 1153D series EQ submittal indicated qualification is completed. However, radiation qualification for 1153D's in location CS-01 has not been established.

(Spec. No. 2400.000.350) Rockbestos Cable Qualification report revision number is incorrect.

(Spec. No. 2472.110.185) ASCO Solenoid Valve NP8320 EQ submittal indicated qualification is completed. However, as a result of this audit it was concluded that qualification has not been established.

(Spec. No. 2240.000.001) Incore Thermocouple Junction Box Although qualification has been established, the note explaining radiation qualification should be clarified.

In addition to the six files noted above, the following were also audited.

SEp 191985 The use of 90*F inside containment for aging purposes is still an open issue, and further discussion with the applicant will be necessary to establish an acceptable temperature. Our evaluation of the Applicant's EQ Program, including the results of the audit, will be provided as input to a future SER Supplement.
