MEETING WITH SCA SERVICES, INC., ON THE DECOMMISSIONING 0F THE HARTLEY AND HARTLEY LANDFILL On November 6,1996, Tim Johnson and I met with Tom Kern of SCA Services, Inc.

(SCA), and others (see attached sign-up sheet) to discuss the decommissioning of the Hartley and Hartley Landfill SDMP site in Midland, Michigan. This note summarizes the meeting and identifies specific action items.

The first topic was the status of the Remedial Investigation / Feasibility Study activities being conducted under the authority of the Michigan Department of Environmental Quality-(MDEQ). The final field effort was completed in August of this year. SCA expects to submit a draft report of the remedial investigation to MDEQ by the end of the year.

In the second topic, the status of the SDMP investigations was discussed. -SCA  !

completed the intrusive investigations and issued a report in June of this 1 year. The investigations did not detect any of the thorium waste that was '

characterized by an Oak Ridge Associated University (0RAU) survey of the site in the early 1980s. The ORAU survey was done before the waste was

, encapsulated. SCA reviewed the ORAU report to better pinpoint the last known i

location of the th *1um waste. Based on this information SCA is evaluating j the possibility of submitting a site characterization workplan addendum to do j additional intrusive characterization. -

The third topic was SCA'S solicitation of NRC's views on the draft technical memorandum entitled, " Background Radionuclide Concentration Determination and Procedure for Statistical Comparison of Survey and Reference Radionuclide Data." NRC had no comment on the memorandum except to note that one on-site area sampled, the T-18 area, showed elevated readings of thorium and radium q ,

compared to the other on-site sample locations, but still below the-

[y unrestricted release guidelines for thorium.

The fourth topic discussed was the report from SCA entitled " Dose Calculations for the SCA/Hartley & Hartley Landfill Site Using the 1985 Oak Ridge Associated Universities (0RAU) Data." The conclusion of the report was that,

for the scenarios modeled, the site is suitable for unrestricted release. /)/L/V However, the dose modeling assumed a restricted release scenario after decommissioning. NRC noted that the applicability of this type of scenario, versus a family farm scenario, depends on a final decision by the MDEQ as to the final closure and long-term management of this landfill.
