Relief Requests RR-1-17 and RR-2-21 were submitted for your review and approval by Wisconsin Electric Power Company (WE) letter dated March 1,1996. Subsequent to this, a request for additional information (RAI) was submitted by the staff to WE as denoted in NRC letter dated November 26,1996.

The additional information requested was for WE to provide the appropriate references to the Code of

Federal Regulations for the subject requests. The relief requests were originally submitted pursuant to i

10 CFR 50.55a(g)(5)(iv). After review, it was determined that the reference to this paragraph in the Code of Federal Regulations was incorrect. The correct reference to the Code of Federal Regulations is that the' subject relief requests are being submitted pursuant to 10 CFR 50.55a(a)(3)(i).

1 The proposed activities in the subject relief requests substitute a volumetric examination from the inside i

diameter of the pipe in lieu of a surface examination. The volumetric examination techniques used will be capable of detecting surface connected circumferentially orientated cracks. Therefore, the proposed j

alternative examination technique will provide an acceptable level of quality and safety. The alternative j

examination technique is requested due to the personnel safety hazards and radiation exposure associated i

with performing the surface examination. Detailed information on this is found in the relief requests.
