W.G. Counsil letter to T.E. Murley, B10906, dated September 29,1983.

Dear Dr. Murley:

Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Accordance with 10CFR50.55(e)

Main Control Board Termination Lugs (SD-42)

In an August 29, 1983 telephone conversation between your Mr. T. Rebelowski and our Mr. A.K. Gulesserian, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 in accordance with 10CFR50.55(e).

As noted in Reference (1), the potential significant deficiency involved the main control board in which various terminations performed by Reliance Electric Company had incomplete or incorrectly crimped lugs. It was also discovered that lugs sized for 16-14 AWG were used to terminate 20 AWG resistor leads on Cutler-Hammer type E30

. switches and Stanwick terminal blocks.

The purpose of this letter is to amend our final report for SD-42.

In Reference (1), NNECO committed to test the listed samples under the seismic qualificatien program for the main control board. Seismic testing was performed on the listed samples and the samples passed the test with no anomalies noted.

Test results were documented in the seismic test report (SQP-99X2087) issued by Reliance Electric Company and approved by Stone & Webster Engineering Corporation and NNECO.
