Chairman Jackson met with Dr. Hsu at NRC on I

November 9, 1995 to discuss matters of mutual interest.

Kevin Burke from OIP also attended the meeting.

Discussion:

e Hsu a brief update on the n Project.

Dr. Hsu mentioned that the main regulat'ory issues in Taiwan l

j focus on radiation in rebar, aging effects, and health maintenance of equipment.

Dr. Hsu noted that Taiwan has a l

10 year review requirement whereby a lioense to operate is l

reissued.

PRA is considered a second priority issue.

w-Chairman Jadk's'on addressed issues currently facing NRC.

e These include plant aging, steam generator tubes, and the l

reactor pressure vessel.

She informed of the two tests pending for thermal annealing by EPRI and a utility.

These i

tests would help to address the following:

1 Avoid premature shutdown which is an economic issue.

Maintenance rule which uses PRA to focus on issues with most safety significance.

License extension rule - in order for plants to continue, they must show signs of safety.

Chairman Jackson noted the need for a more focussed effort 4

She mentioned the initiative for international collaboration on aging and PRA, and the idea of a senior 1

regulators forum to discuss coramon safety concerns.

'Db. Hsu invited Chairman Jackson to visit Taiwan.

He

-e mentioned two large seismic programs Taiwan is conducting.

They have laboratories in two areas with shake tables.

He also noted that Manshan has operated for a full year without a hitch.
