VOGTLE ELECTRIC GENERATING PLANT, UNIT 3 ISSUANCE OF AMENDMENT AND GRANTING OF EXEMPTION RE: UNIT 3 AUXILIARY BUILDING WALL 11 SEISMIC GAP REQUIREMENTS (LAR 20-001) (EPID L-2020-LLE-0009)
Dear Mr. Whitley:
In response to your application dated February 7, 2020, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemption and issued the enclosed Amendment No. 182 to Combined License (COL) No. NPF-91 for Vogtle Electric Generating Plant (VEGP) Unit 3.
The amendment consists of changes to the Updated Final Safety Analysis Report (UFSAR) and plant-specific Tier 1 information, with corresponding changes to Appendix C of the facility COL.
The amendment authorizes changes to the VEGP Unit 3 UFSAR in the form of departures from the incorporated plant-specific Design Control Document (PS-DCD) Tier 2 and Tier 2*
information and involves changes to COL Appendix C. The proposed changes modify the north-south minimum seismic gap requirements above grade between the nuclear island and the annex building west of Column Line I from elevation 141 feet through 154 feet to accommodate as-built localized nonconformances. The exemption allows changes that impact Tier 1 of the PS-DCD and Appendix C of the facility COL as specified in License Amendment Request (LAR) LAR 20-001. This exemption is related to, and necessary for, the granting of the license amendment, which is being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment and exemption, is enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
